Introduction to secondary technical development

Secondary technical development is conducted in terms of product, equipment and technique based on the characteristics of ecological environment technology. Based on the technical maturity identified in technical assessment and the main factors limiting its application and promotion, secondary customization of product, secondary improvement of equipment and secondary expansion of engineering are conducted to keep the technical achievements in line with the set indicators for transformation and promotion so as to transform environmental technical achievements to specific products, standards and engineering. Secondary development mainly relies on the secondary development base capable of providing site services, module assembly, testing & monitoring and other functions as well as the secondary alliance that gathers industry, university and research institute together and can be divided into four major parts, i.e. technical verification, technical design, technical application and feedback and result assessment, specifically:

(1) Preliminary verification of technology to conform to the basic requirements for secondary development and to modularize core technology for the stage of secondary development.

(2) During secondary development of core technology, standardize the technology for scale-up. Main development includes secondary customization of application conditions, processing ability and discharge standard for product technology; secondary improvement concerning optimization of technical route, upgrade of equipment structure, expansion of processing ability and saving of operation costs for equipment technology; and secondary extension over the processing scope and object as well as optimization of processing scale for engineering technology.

(3) Integrate the technical module after secondary development into new product, new equipment and new engineering, and verify them against the technical requirements for promotion and transformation.

(4) Carry out result assessment on the new technology, new equipment and new engineering after secondary development based on the indicators such as technical benefits, environmental benefits, economic benefits and social benefits; and utilize the methods including fuzzy comprehensive evaluation, grey comprehensive evaluation, analytic hierarchy process and environmental cost benefit analysis to finally obtain the results of secondary development and improve the industrial application level of such results.
