Technology assessment is significant in the transformation of scientific and technological achievements and also one of the methods for innovative technology management. Qualitative and quantitative analyses of the possible effects of technology assessment on the development, promotion and application of scientific and technological achievements are very important and fundamental to determine the level and value of scientific and technological achievements, laying a foundation for technical promotion, eco-environmental governance and environmental management. The methodology mainly includes expert discussion, environmental technology verification (ETV), and best available technology (BAT) selection, etc.; and the content mainly includes environmental technology assessment, policy or standard implementation evaluation, and environmental governance performance evaluation.

In response to the problems in the current environmental technology research and development, such as few application demonstrations and difficulty in industrialization, environmental technological achievements are evaluated by category (e.g. product, equipment and process) in order to clarify the maturity level of technologies and the main factors limiting their engineering application and promotion. Secondary product customization, secondary equipment improvement and secondary engineering extension are carried out to ensure environmental technological achievements comply with preset transformation and promotion targets as well as their productization, standardization and engineering application. Secondary development mainly relies on the secondary development alliance based on industry-university-research institute collaborations with functions such as camping service, module assembly, inspection and monitoring. Primary processes consist of four parts: technical verification, secondary technical development and design, application of secondary development technologies and feedback, and evaluation of secondary development results.

With funds for transformation of scientific and technological achievements, the social capital is leveraged to invest more in transformation of scientific and technological achievements, remove obstacles and break through bottleneck for the smooth running of the transformation chain and improve the financing system for transformation of scientific and technological achievements. There are a variety of fund tools to promote transformation of scientific and technological achievements in China, including the fund for guiding the transformation of scientific and technological achievements, the technological innovation fund for small and medium-sized S&T enterprises, the venture capital guiding fund, and the private equity fund, etc.
